Grilled Flank Steak with Spicy Dipping Sauce

This recipe is stolen from one of my friends, whom I believe stole it from a magazine, so I can't attribute the proper source.  All I know is it's delicious!

Ingredients:
1 large flank steak (3-4 lbs)
2 tbsp chili powder
2 tbsp cumin
1 tsp salt
1 tsp black pepper
8 cloves minced garlic
2/3 cup soy sauce
2/3 cup safflower oil (can substitute for olive or peanut oil)
 2/3 cup spicy V-8 juice
2/3 cup brown sugar

Directions:

Mix all of the sauce ingredients together.  Reserve half of the sauce for later.  Marinate the meat in the other half of the sauce for up to four hours.  Remove meat and pat dry, then bring to room temperature.

Grill at high heat for 4 minutes per side for medium rare.  Remove meat and let rest for 5-10 minutes.

To serve, you can either slice diagonally along the across the grain, or into bite sized cubes, then serve with the remaining dipping sauce.  Mmm, beefy!
